THE BLACKWELL PLATFORM:

SENIOR AND YOUTH SERVICES:

Maple Heights seniors and youth are vital to our community. We must restore community programs and services. Our seniors and youth should be benefactors of our community resource programs.  

  • Work with our city council members and local county council members and state politicans to advocate for goods and services beneficial to our community members

  • Seek funding for senior services

  • Seek funding for "Healthy Living" Initiatives

  • Seek funding for youth resources

  • Strengthen relationship with Maple Heights School System; advocate for daily life skill programs

ENSURING SAFETY & THE QUALITY OF LIFE:

We've got to protect our community's health and safety, and our quality of life. We must not deny our residents basic protections. We must restore basic support and assistance.

  • Explore and re-implement the recycling program

  • Home tool rental program working with Home Depot and MH Hardware for first time homeowners for home maintenance to increase property values for State's triennial property revaluations and improve neighborhood's appearance for prospective homebuyers and renters. 

    Safer neighborhoods. Mini-police stations by district (7) or assigned cars by district; neighborhood, block watches, increase the number of street clubs by 25 per year 

  • Safer neighborhoods. Continue zone police patrol (by district, 7). Encourage establishment of block watches. Initiate and implement community policing strategies. Pursue diversity in law enforcement recruitment.

  • Schools. Work collaboratively with SD to incorporate school children in city events, celebrations for orientation to civic pride and service

  • Create a network of realtors to help sell homes in Maple; solicting their feedback about what homebuyers desire in a neighborhood. Review city's escrow deposit requirements for first time home-buyers, owner-occupied dwellings. 

     

ECONOMIC DEVELOPMENT & COMMUNITY REINVESTMENT:

We will develop our economic structure and human capital, increase the literacy ratio; improve important infrastructure, health and safety and others areas that aims at increasing the general welfare of Maple Heights residents.  We will create policy to increase  economics, and social welfare ensuring a net gain of money flow. We are committed to increasing our economic base to strengthen our local economy. We must find measures to increase the literacy rates, decline infant morbidity and increase life expectancy. We are committed to researching grant funded programs to aid our community with "Healthy Living"Initiatives, "Enhanced  Education Programs", "Violence Prevention Programs", and Small Business Wrap Around Services. We are also committed to establishing a vigorous marketing and communications plan for Maple Heights to influence realtors and corporations to build and invest in our local economy.

 

We will build strong relationships with our local financial institutions and community support organizations to aid residents, and small businesses. We are committed to  developing a strong community re-investment plan to rebuild trust and excellent customer service. We will make it comfortable for onlookers to purchase homes, invest in and build their businesses in Maple Heights. 

  • Develop comprehensive marketing portfolio and plan

  • Work with local college to implement an aggressive intern community relations outreach program

  • Mapletown Shopping Center and Southgate; work with property owners to fill vacant store fronts; bring occupancy to 100% to minimize the # of real estate tax complaints filed by property owners  who believe the assessed value of their property is incorrect, a successful,  appeal reduces their property tax burden, therefore reducing the amount of taxes allocated to municipalities for city, library, parks, schools, senior services...

  • Review escrow deposit program for new local business owners in Maple Heights; waive the deposit for MH residents opening a new business in MH

  • Pursue city outpatient preventive medical facilities, primary care and dental

  • Pursue Low-income Housing Tax Credits (LIHTC); The LIHTC Program is an indirect Federal subsidy used to finance thedevelopment of affordable rental housing for low-income households. Many local housing and community development agencies are effectively using these tax credits to increase the supply of affordable housing in their communities.

FISCAL RESPONSIBILITY:

Maple Heights residents are seriously concerned about budget deficits. I share those concerns and pledge to support a reasonable, balanced budget; there is no quick fix. Our city has no money to waste; I will pinch every penny. I am not willing to cut away our community future. I am going to seek solutions that will help build our local economy for the long term. 

We will activley work with all city council members and public officials to restructure our financial status. We will learn to balance the city budget. We will implement a proactive check and balance system 

  • We will develop a new line item budget system to help city leaders understand the city's spending structure.

  • We will work with our Finance Director to ensure timely reports

  • We will use conservative measures to handle our spending

  • We will implement and build upon a rainy day fund to aid the city when needed to ensure that bills are paid within the given time frame

  • We will seek help when needed by contracting with the best consulting teams in the region

  • We will operate under openess, compliance and transparency 

ADMINISTRATION:

We will search for the most talented and brightest professionals in the region to help Maple Heights move forward. We will form a diverse cabinet that represents constituents of the city. We will employ professional development techniques; ultilize best practices for administrative professionals employed by municipalities  Our team will act as change agents and cheerleaders for residents, business owners and stakeholders

  • Revise City Hall's operating hours for working resident's convenience, RITA tax education and collection.

  • Assign council Request for Proposal Projects (RFPs) research for new business prospects in the city; Assist in report preparation, attend and participate in client presentations

  • Request council members to assist in the review and preparation of Request for Proposal Projects (RFPs) for new business prospects in the city.

  • Introduce and promote Regional Chamber of Commerce membership and participate in activities and programs. Establish community customer loyalty by implementing "Shop Local" campaigns bi-annually and "Cash Mob" campaigns. Develop a MH business directory.

  • Under this section:

  • Assign council Request for Proposal Projects (RFPs) research for new business prospects in the city; Assist in report preparation, attend and participate in client presentations

  • Introduce and promote Regional Chamber of Commerce: Establish community customer loyalty by implementing "Shop Local" campaigns bi-annually (Income tax refund month (April)and Christmas holidays). Develop a MH business directory

  • Establish three key adminstrative positions (part-time): Law Director, Economic Development Director, and Grant Writer. 

EXISTING BUSINESS:

 We have one question? How do customer relationships drive the business? It's all about finding people who believe in your products or services; community marketing and community relations. We will create a strong marketing porfolio to drive business to the city of Maple Heights. We will develop and support techniques to aid business owners on how to navigate through city hall. We will provide excellent customer service; work with business owners to thrive in the regional chamber of commerce; implement a Maple Heights specific bi-monthly community newspaper featuring businesses investing in our local economy.     

 

  • Introduce and promote Regional Chamber of Commerce events and participation: Establish community customer loyalty by implementing "Shop Local"  and "Cash Mob campaigns bi-annually. Develop a MH business directory.

  • Create a network of realtors to help sell homes in Maple; soliciting their feedback about what homebuyers desire in a neighborhood. Review city's escrow money requirement for first time home-buyers, owner-occupied.

  • Identify and partner with a neighborhood development organization for Broadway Avenue, Libby to Rockside Roads, storefront renovation

  • Re-image City's website; publish listing of available properties, realtor resources, regional chamber of commerce members, school information news, community event pictures

  • Neighborhood gardens. Publish land parcels available for purchase, Land Bank
